If you have what I'm thinking, it isn't really a virus so much as a nasty piece of malware. A neighbor had a similar a year or so ago and it took me several hours to pin down the problem. There is a file that is typically installed in your windows directory that is handling the entire process of diverting your attempts at removal. The bug I dealt with would even prevent Norton and McAffee from starting up and would even shut down Internet Explorer.
I'm attaching a program called Process Explorer, which works better than the WIndows process explorer. It will show processes running and a tree listing those sub-processes are currently active as well. You are going to want to look for any unusual DLL files that are active, and anything unusual under the System tree. This program doesn't need to be installed, just open the zip file and run.
