Seeking help in writing an audit report that can stand on the court

My brother in-law is seeking help in writing (reviewing) an audit report that can stand on the court regarding the repair/renovation of their school building. The Office of the City Engineer issued a Certificate of Completion. It says that the project/work is 100% completed per plans, specification and program of work as per inspection their office and recommended the same for acceptance of the City Mayor.

Here are brother in-law’s Audit Findings:


The following materials/items existed only on paper (Bill of Materials and Cost Estimates)..in reality, on the ground, it did not exist:

Doors and Windows
a) 1 set 0.90x2.10 Panel Door w/ 2”x6” Jamb, Hinges, Door Knob
Cost of Material: @ P 5,195.20


Electrical Works
a) 2 sets 1X40W Flourescent Lamp with Louver

Tile Works
a) Existed on paper is 230 pcs Ceramic Floor Tiles 40X40, in reality, 10 pcs of tiles only.
Cost of Material: 18,400
Cost of Labor: 12,301.10

Electrical Work
a) 2 sets 1x40W Fluorescent Lamp w/ Louver
Cost of Material: P 2,971.40
b) 2 pcs CFL, 2U 15W
Cost of Material: P 220.00

Ceiling
The “Interior ceiling” 37.50 sq. m was declared as 100% completed, but it is leaking.
Cost of Materials: P 25,740.00
Cost of Labor: P 9,009.00

He simply need to effectively communicate his audit findings in clear and straightforward language that can even stand in the court.

We would greatly appreciate If someone can review/improve the audit report he drafted above (OP) before he submit this to the School Head, and furnish Commission on Audit a copy.

Is still the best advice. Developing an audit report that say... best effectively communicates issues to upper management is something this forum can effectively do. However, when you stated:

that can stand on the court

Is another matter. When that report gets turned in, it becomes a matter of law; not just "good auditing". Too, looking over this there is nothing mentioned regarding type of paint, asbestos verification, grade materials, credentials for submitting this, etc. In addition, there are a lot of contingencies not covered about the construction, delays, etc.

I do recommend legal and legal/construction advice.

Appearance fee of lawyer: 1,500-3,000k per hearing
Filing fees: 10K+
And cases can drag for as long as 10 years in the Philippines.

He will not submit an audit report if he will be spending that much.

There should have been a follow-up post made in this thread regarding its closure. My apologies.

This thread has been discussed by the moderators and it was decided that due to the nature of the request, it would best serve the Original Poster by closing.

It is unclear how this is even indirectly related to auditing. On the surface, it appears to either be a Bill of Materials for a construction project, or a document that will end up being part of legal proceedings. If it is a bill of materials, there are many things left off including compliance with minimum material/grade specifications, and reference to some kind of initial agreement/ engineering specifications, etc. Thus, consultation should be made with someone specializing in writing up such documents.

It is understandable that one would like to avoid legal costs. However, in dealing with legal matters it is a necessary expense. If documents are not completed correctly, they can become a headache, and may cause more harm than good.

Thus, the best assistance that can be given on this is to consult legal advice that specializes in this area.
