Seeking: Information on ISO 11462-1:2001

Dear folks,
I am reading article from “Quality Magazine” July 2001 “ Do you know your SPC? Anybody can have more information about ISO 11462-1:2001 whether it will be just only guidance or not?
In addition, anybody can suggest how to get that drafting standard.
