When I do a Gap Analysis, I use a Standard Audit Checklist with a few addtional columns:
- Documented - use N/A if documentation is not required
- Formalized - everyone agrees on the process
- Implemented - everyone follows the process
- Objective Evidence - proof of the first three
Using a scale of 1-5 (or whatever scale works for you), with 1 = Lack of Requirement being documented/formalized/implemented/proven and 5 = All is right with the world, score each item (don't forget to list your evidence supporting your scoring).
This will help you determine not only how far along your implementation is, but at what "stage" your system is at. It may be documented and formalized, for example, but not fully implemented.
