Selecting a Sample and Determining the Reference Value for a Bias Study

Hello,
I need advice on how to select a sample and detemine the reference value for a bias study on a measurement system. If you produce a product that is powdered, there are no true standards. You don't have a powder with a standard bulk density for example. In these cases, how do you determine the reference value?

Do you have access to measurement equipment that has a higher level of resolution and a known bias and stability that is acceptable? This could be through a 3rd-party analytical lab.

Typically, reference samples are selected by using a more capable measurement device than the one that is being evaluated.
