AS per scope of ISO 14001 C) an organization can self assess / self declare regarding compliance to the standard. Any organization has done like this ? if an organization has to do self declaration how it has to be done?

Nothing stops an organization from self assessing and becoming compliant to ISO 14001--indeed, why not?

I have heard of a calibration service company who, long ago, told its clients it was "compliant to ISO 9002" without going through the registration process, which they said was too expensive for them at the time.

Yes ISO 14001 allows a company to self-declare not only compliance, but they can declare registration to the standard.

The previous version of ISO 9000 didn't allow for self-registration so companies were saying their QMS was compliant with the standard. The most recent version of ISO 9000 allows self registration, for what it is worth.

If an organization is implementing ISO 14001 it is most likely, at least in the automotive industry, that they are implementing the standard because of a customer requirement which usually requires registration by an accredited certification body.

Self-declaration should be done in a way similar to how a CB would do it. Only the certificate would be issued by the top manager of the organization after auditing itself.

I don't know anything about 14001, but wrt ISO 9001, do you mean self-certification (rather than registration)?

Doesn't registration = certification? It does say self-certification in the standard I think. I probably should have said self-certification.

This site discusses the terms certification/registration, and their relationship.
Yes I always considered them to be interchangeable terms as well. From the link:

“Certification” seems to be the term most widely used worldwide, although registration (from which “registrar” as an alternative to registration/certification body) is often preferred in North America, and the two are used interchangeably.

In the US, my experience is that the ISO 14001 registrars/CBs don't like to refer to "certification" of an organization but prefer "registration". There seems to be less exposure to the registrar if something environmentally catastrophic were to occur to the certificate holder.

They are interchangeable for registered companies. If a company is registered, it's also certified. A company that's not registered (i.e., one that has not been audited and recommended for registration by an accredited CB) but claims compliance might also claim certification, even if it's only self-certification. If a company does consider itself self-certified, it should make the distinction clear to its customers and potential customers.

A registrar can issue certifications to a standard without being accredited. So that the organization self-certifing can issue its own certificate and be a registrar. So why can't self-certifing organizations be certified and registered too? ;)
