This is an internationally accepted "Specification" soon to be published as a "Standard" (2007) So it's not really BSI's alone.
And yes, there are certificates of Registration issued similar to the ones for 9001, 14001, AS, TS and others, they just don't have an Accreditation Body logo affixed to them. The process for registration is performed "exactly" the same as it is for ISO 14001, with no deviation from IAF Guide 66 requirements, including those for Auditor Time. From what I understand BSI is not alone in this. The requirements for auditors and auditor competence is equally applied, following the guidance in ISO 19011:2002, even though there is no accreditation scheme for the 18001 based system.
BTW...nobody has yet been able to come up with enough money to entice me to give a bullsh*t recommendation for registration. I can also say, without any doubt, that any systems I've looked at that were previously handled by any competitor have been good, valid and proper.
