Series A ready company - Term for medical devices companies?

Is anybody familiar with "series A ready company" term for medical devices companies? Who prescribes criteria for becoming such a company and which criteria are to fulfill?

Is this a startup company? These criteria are set between the company and the investors. For example, some would like to see some evidence a mature product at this stage. Series A is still quite early.

Yes, Series A round of financing is the first round when the company ownership is offered to external investors, namely preferred stock.
