Yes, do not "structure" any management system on the structure of ISO 9001. Or any other management system and its related requirement, for that matter.

No, I think I used the wrong choice of word. Restructure in terms of the way the new standard is laid out. Our system was tied to the old (structure) of 8 clauses. These have been rearranged and added to in 2015, so to remain in the format it is in, requires us to restructure its arrangement, since some of these have been relocated in 2015.

Unless I am mistaken, I think the only people who are going to have problems with the 2015 transition are those who still do their Internal Audits by element instead of Process Auditing. If they are just documenting a QMS to satisfy the elements rather than structuring their QMS to improve their operation, they may have a lot of work ahead.

I thought it might be an interesting discussion. If you've got a company looking to be certified to ISO 9001 in the next 6-12 months, as the quality manager what do you do? If you work for a CB, what would you be recommending? Anyone else in this position now or previously?

I've been asked to get a company certification-ready ASAP so that's where I'm coming from. It seems like a bit of a waste of time to get them up to compliance with the 2008 version when it's all going to change in a year.

I voted 'other' because - as has been listed elsewhere - the QMS has to be tailored to the organisation. The 'implementation' task is to:
  • review what is already in place (as very few QMSs) are implemented from a blank sheet of paper
  • Identify gaps between what is in place and good practice
  • Fill the gaps
  • Add any necessary elements needed to meet the spirit of what you see in the 2008 edition (very few, I guess)
  • Identify any other elements that might be required to meet the 2015 edition (even fewer)

Just for information - for some unknown reason TC 176 has already come out and done the work of the IAF by saying transition from 2008 to 2015 editions for certified organisations will take place anything up to 3 years from publication. So if your client gets certified the day before publication they have 3 years to make the changes needed.

Good point. I thought it would be up to the IAF to make the decision about the transition process, including deadlines and requirements for auditor competence assurance, but if the TC 176 is already on the record stating that as the policy for the transition, it makes you wonder who is who in the ISO 9000 ecosystem. Is this too incestuous? :rolleyes:

And, if history repeats itself, I could wage 2 million pounds that, after a small (but highly publicized) wave of organizations wanting to boast that they are the first in the world to be certified to ISO 9001:2015, the vast majority of certified organizations will drag their feet procrastinate carefully wait until close to the deadline before they make the transition.

Yes, even when there are "no changes to requirements" as was claimed for the transition from the 2000 to 2008 versions of ISO 9001, three years seems to be the standard transition period.

John, during the last transition process, organizations were not given 3 years. It was just 1 year.

To be more exact, in one year CBs could no longer audit to the old standard, and in two years, the old standard would become obsolete.

That sounds more like a two year transition.

My understanding about the transition to 2015 is that it is anticipated that most companies would make the transition when their certificate is due for renewal.

Whatever happens, we are sure to be in for an exciting ride.
