Hi to All,

My question is regarding access to documented procedures.

Are all documented procedures established in an organization should be accessible to all people/employee in an organization?

Does the people/employee in an organization has the right to know
the other department documented procedures aside from their own procedures.?

Not necessarily. People should be provided access to documents as necessary for assisting them to support the processes they are involved with.
Does the people/employee in an organization has the right to know the other department documented procedures aside from their own procedures.?
Right? Not really. But, and typically, system level procedures are not "classified" information. Keep in mind that internal auditors obviously must be provided access to all pieces of command media associated with processes they are assigned to audit.

Obviously, people who need access to docments for their work must have it.

Beyond those documents they must be able to access for their work, whether people 'should' have access to other documents is typically a management decision. Most commonly (except in military or similar organisations) it is based on the prevailing organisational culture. The two most common ones are:
  • Everyone can see pretty much everything, with access restricted only in certain cases (eg, highly secret or confidential procedures) - based on a view that the more information people have about their work, the better. Online documentation (eg, intranets, wikis, internet etc) thrive in this environment
  • Everything should be restricted, and access given only where people have a clear need to know - based on a view that information in general is to be guarded, and only made available if there is a 'need to know'

Why wouldn't you want others to know what is going on in other depts? I gladly put the work instructions and procedures out there for everyone. That allows people to see how their job interacts with others, fosters a team mentality, and gives people the chance to see what direction they may wish to push their career in. I'm big in letting people cross train and move into other positions.

I think at least the relevant procedures for a certain function must be made available for use (reference).

Since accessibility to documents doesn't fall under the 'natural rights of human' that no law can deny, yet, in a process based management system where one document (or process) normally extends beyond the departmental boundaries or cutting across several departments, the management should ensure that all the applicable documents are accessible to the people whose work may get adversely affected for want of documented procedures.

And if the documented procedures are related to Environment or OHS, I don't think all such docs. are department specific and hence why shouldn't everyone be allowed to have access to them.

Yes! The way we work it is that most of the sensitive stuff (flow rates, temperatures, blends, etc.) is written down on a form (record) that is either collected and stored or destroyed. That way they can be better controlled than the SOPs.

I think OP's question is related to 'accessibility' of the 'documented procedures' and not about 'record control'.
