Should I Audit OHSAS 18001 on a Contract or Site Basis?

My first question on this forum (probably of many :)).

I have completed the Lead Auditor course and I'm due to undertake an audit (gap analysis) of the existing OHSAS system (which is not currently 18001 compliant) for my employer, so that the system may be made compliant with 18001 and certification achieved. My employer has 15 contracts (Clients) over 60 sites.

I'm only looking to audit my employers operations, so the client will be excluded. Should I audit the existing system on a contract basis (e.g. an audit report for each contract 15 reports) or on a site basis (60 audit reports)?

My gut instinct is telling me to audit on a contract basis with a sampling of the system implementation across various sites. So the end report will be specific to the client contract with details of the level of implementation of the system across a number of that clients sites (15 reports).

Any advise would be great fully received.

Do whatever is determined to be the most effective, it's your call and both methods work except for your actually seeing how they manage risk.
