Should inspection be part of the FMEA. If so, what are the product characteristics and process characteristics for this process?

The AIAG FMEA form has two columns for current process control methods--one for prevention controls and one for detection controls. Inspection should be referenced in the latter column. Also, while new controls should be focused on prevention whenever possible, sometimes new detection controls (a new gage or fixture, e.g.) are necessary. Process and product characteristics are different for each part.
