As most of us know, organizations certified to different standards, decide to transfer their certificates to other certification bodies for all kinds of reasons, such as poor service, bad auditing, ease of scheduling, cb accreditation scope, etc.
Sometimes, a certified organization might decide to transfer their certificate due to wrong reasons, as well. For example, a competent auditor finds significant nonconformities and the organization does not appreciate the auditor thoroughness. In other words, the auditor is fulfilling his job as a 3rd party auditor, but the company does not appreciate that.
Despite the fact that accredited certificate transfers shall follow the IAF MD 1 document, some shanninigans could be played.
In order to minimize transfer of certificates for the wrong reasons, I suggest that the IAF could institute a requirement to mandate an AB witness of the first audit post transfer. We know that any witnessed audit tends to be much more in depth.
So I propose a poll and ask the covers if they agree with such proposal. And, hopefully, some pros and cons being debated.
