Hi !A usefull sugestion is to have some Lessons Learned tool in with the people can enter their new knowledge/learned lessons from situations - by this you can avoid different approaches. You first must create a flow/procedure in whitch you mention 1st to enter the data in Lessons Learned, 2nd to be analyzed centrally, 3rd standardization, 4th assuming the new standard to all location/depts.

if the retention of information aren't cultural issue, and the information aren't seen as source of power, it can work.
most of the time, the sharepoint is fulfill by exchange of tasks which require feedback from different areas so it resolve the size issue while send them by mail, or publish the guidelines from above level of entity.
just see the blogs that some entity create within their network, most of the time, it is animated by moderators or post quality are little bit shy or with lot of restriction.
