I've found this fairly common in the steel industry. A lot of customers don't even know what the latest rev is.

My company has a boat load of standards. We don't buy sets, we buy the individual standards we need. I looked into a few automatic update services, but the cost was prohibitive for us because we have many standards we get to to one piece of business then never need it again.
So I, and/or one of my staff, go through the list every year and compare the rev levels we have to current rev levels available. This process and the results are documented.
Then I give a list of obsolete standards to the chief engineer with my recomendations of what we NEED to update to remain current to committments.
He then makes the decision on what is actually purchased.
Our biggest expense in standards is ASME Boiler & Pressure Vessel code books.
the president chokes on the PO when we have to update this.
But we need it.
