Steelmaking NCR Reports - Product has no custumer or detailed specifications

Could be a non conformity issued for a product that haven't again a costumer or detailed specifications?
Could we issue an NCR if we haven't the name of the costumer or clear specifications for the product?
Could we report a NCR just in statistical way at the end of the day reporting only the kind of steel, the tons and type of defect?
In this situations is an auditor legitimated to issue a system NCR?
Could be a Quality assurance coordinators be worried about this situations?

For my clarification and maybe other Covers, are you asking:

1. Can a nonconformance report be issued based upon no Customer specifications available?

2. Can a nonconformance report be issued, if there is no Customer specified?

3. Can we get statistical data at the end of the day, on the weight, and type of Steel defect?

4. Is there a requirement, in the standard that an Internal or External auditor can issue a nonconformity?

5. Should the Quality Assurance Coordinator, be concerned with this type of nonconformity?

6. Please provide information on this type of concern?
