Stuck in the middle of ISO 9001:2008 Implementation

hi,

am the QMR and quality specialist in my org.. the divisions have already made their way to implement the iso:9001:2008.. now am struggling with them to:
issue their business forms with the new revision numbers and issue dates
to finish their quality policy and quality objectives
to finalise the date for first internal audit
and the most important thing is to document many un-docmented processes..
so what do u advice to give it a kick.. am planning for the certification in june2011

pls help
Write the following:

1) Quality Policy
2) supported by measurable Objectives,
3) 6 mandatory Procedures,
4) and other documents necessary to ensure the effective development, implementation and updating of the quality management system.

There are specific references in the standard where it prescribes that the QMS will need to have documents/records. I hope somebody can provide the list.


As for #4, the extent of documentation will differ from one organization to another depending on the size and complexity of the operation and the competence of personnel.

well, we are going to have a separate quality manual for each division with separate quality policy and separate quality objectives.
the divisions is about 100 staff and we have a quality section with only 2 persons. am responsible for iso project. and processes are not documentd in many divisions. am working to document them right now. the division directors delay achievement of certain required tasks from me due to their bust schedule and limited staff.. i have a coordinator in every diviion and beside their work they work with me to develop the system in their division and they are being educated about the iso by me but still i spend with them time to explain things to them.
It almost sounds like each division is going it alone,and getting individual certification - is that the case? If not, I don't think this answers my previous questions & I've got a couple more:

  • Why does each division have a separate quality policy?
  • Is there an overall one issued by 'top management'?
  • I can possibly understand (maybe) that there might be logic in having individual quality policies that relate back to the overall one... New question: could you explain what that logic is?
  • Again, already asked, unanswered:Are there any overall quality objectives/goals/whatever you call 'em set for the organisation by top management?
I'm not trying to be unhelpful or pick holes in what you're doing. I am trying to understand what the situation is. Without understanding what's going on, it's not possible to give helpful advice.

Suggestion:
When you have divisions that interact with each other , and have a common top management, its a structure that suits a common certification (all the more when the interaction is like supplier / customer) and defining which of them do what processes and which division is the lead in terms of processes and interactions, and what are common that are done at all divisions. A Quality policy can be established and each division can formulate objectives that lead to meeting the policy.

yes this is the case.. certification of division by division..
It would have been easier all around if you'd made this clear in the beginning.
Whew... separate certifications for each division, separate quality manuals, separate quality policies... no wonder you feel 'stuck in the middle'. This just doesn't sound sensible, let alone logical. Sooner you than me!

If there were nothing else possible, I would still insist upon a common quality policy. Forget about whether it's a 'noncompliance'... that's very farfrom the most important issue!

You need common ground - shared understanding, shared goals, not such separation!

I second Somashekar's advice.

As the QMR you are the system manager and you recommend the architecture of your management system.

Consider recommending:

  1. One company policy - short and applicable to all divisions
  2. Division-specific quality objectives to fulfill the shared policy
  3. Division-specific core process procedures
  4. Shared support process procedures including:
    a. recruiting and training (two processes linked for competence)
    b. controlling documents (including document coding scheme)
    c. filing and archiving
    d. analyzing data and preventing nonconformity
    e. stopping recurrence of nonconformity
    f. auditing the system and its processes for effectiveness
    g. investing in continual improvement (includes management review)
    h. maintaining the computer network​
  5. One quality manual describing the whole system
  6. Company and division leaders explain their management system to staff
If each division insists on separate certification then include two scope statements in the manual:

  • Scope of the Management System - describing the services and locations of all divisions
  • Scope of Certification - limited to the first division and then expanded as each division approaches readiness for certification
