Sub-Component provided from another location of the Company

Hello! Question on how to treat the use of a sub-component made at another location with the company.

The main location (X) of Company is AS9100 certified and ships directly from X against a customer contract. Location X will be receiving a sub-component made in location Y as part of a final assembly that is shipped from location X. Customer contract to location X requires AS9100 certification and AS9100 compliance for sub-tiers.

We are working on getting Location X compliant to AS9100 and added to the scope / certified in a year. Compliance would be confirmed prior to commodity being incorporated into the deliverable and approved by the customer.

I believe we should treat Company Location Y as an external provider (supplier) and add them the ASL regardless if the location is a part of the Main location X scope.
Is this the right way to treat using a commodity from Location Y? If so, how do I communicate to Top Management that treating Location Y as an external provider is the correct way to meet AS9100D 8.4?

You still are not meeting the customer requirement for your sub tier suppliers to be AS9100D compliant.

I would suggest talking with your customer and asking for a variance until you get the other location in compliance, or even better, registered. If they understand that you are working on it and that you are sincere they may allow you some grace. Whatever you do, be upfront with your customer.
 
Tell them early. Transparency, communication and trust is what they need from you and expect. - It's the AS standard, keep it up
