No. As you said, they are two different things. Second party auditors need the competencies defined in 7.2.4 - why would they need these if the audit was done in a questionnaire? Also, let's look at 8.4.2.4.1.

If the scope of the second-party audit is to assess the supplier's quality management system, then the approach shall be consistent with the automotive process approach.
Agree. But the standard seems to allow you to prioritize and determine the criteria of who, what, when for 2nd party audits. Keep it narrow, but reasonable. That can help you deal with your resource issues. Good luck.
