It depends on the requirements of you and your customer. When I was in automotive, GM required annual layouts from us, which included all supplied components. Their requirement wasn't that it was done every January, but that we had a layout on file that was less than 1 year old.
In this situation, you do have a layout that is less than 1 year old by virtue of the PPAP on the design change. Is your internal tracking system robust enough to ensure that you'll get another layout before the anniversary of their most recent PPAP? I would highly recommend a system like this, as it level loads the layout work throughout the year.
Or do you send out a blast email to all suppliers in December asking for a layout by January. And then spend Feburary and March reviewing and approving? (because I've had to do that also)
