The meaning comes from the requirement to have a reason...what that reason is may be against any criteria you want.
If only some reasons were to be allowed, they would be listed in the standard. IMO, the intent of the requirement is to review that the actions taken match up to the reasoning established.
The intent of ISO isn't to run your company, but to make sure that someone is.
If you want to source only from companies that have the color blue in their logo, that is a valid (if silly) decision...but is the purchaser checking the supplier logos before ordering?
