If a customer requires TS 16949 certification, Tier 2 or 20, you have choice, get the certification or risk losing the business. TS 16949 is not just for tier 1 organizations.
Many, many tier 2,3,.... companies are TS 16949 certified.
Who would throw a good supplier under the bus IF the long term performance history was good? There are compromises in real world situations that would jeopardize continuing business operations. Waviers are issued by customers to protect the business relationships.
We have also 2 of such critical (our ONLY suppliers that produce that sub-assembly !) suppliers and for them we had a special release agreed with the top management - world wide purchasing and together with the PM and the customer. If you reach with the customer an agreement and, of course, what you receive from you supplier is OK, then this can work. We are working with them since 8-9 months.
