One of our suppliers requests PPAP submission for component, they are receiving from us and assembling to part finally supplied to us.
What should I do? Am I supplier and 7.3.6.3 is a right clause or 7.4.1.3 waives such a request?

Do you sell the component or is it customer supplied material?
Either way your "supplier" is responsible for the quality of the component
In 7.4.1.3
"The use of customer-designated sources, including tool/gauge suppliers, does not relieve the organization of the responsibility for ensuring the quality of purchased products. "
Or 7.5.4
"The organization shall identify, verify, protect and safeguard customer property provided for use or incorporation into the product. If any customer property is lost, damaged or otherwise found to be unsuitable for
use, this shall be reported to the customer and records maintained "
The question is why do they want the PPAP and do you want to give them.
If automatically they request PPAP then at least you know the system works.
You require PPAP from them for the part they are supplying, are you expecting them to supply the PPAP of their other suppliers?
Don't quote clauses talk together and decide what you both need and help one another.
