I am sending out a survey meter for calibration. Do I need it to be accredited to 17025 or is a standard NIST cert ok?

First off, are you talking about a device like a Geiger counter?
If you want the equipment calibrated it isn't a case of being 'accredited' or just getting a NIST cert. The lab you choose may or may not be accredited, it's your call. Whatever lab you choose, if you want to have a fully traceable calibration you (the lab that is) will need a reference to a NIST report, so that you can ensure traceability and more.
As with any service, you have to understand and specify what 'level' of service (calibration) you require. It's not really up to anyone else to say, however, you should consider what you are doing with the results of measurement, if you may need to compare what you measure with a customer's measurements etc - that type of thing will tell you what you need from 'calibration'...
