Survey Question - Requires we have a process in place to achieve conformance

I have a customer survey to fill out. They are requiring that we have "a process in place to achieve conformity to ISO/TS 16949:2002 by December 2006." Is this a requirement of TS 16949 or just this customer's request?

QS9000 is valid until Dec 2006.
So, if you want to be ( stay ) a certified automotive supplier you have to grow towards ISO TS by then.

If they are TS 16949 registered, they are required to have all suppliers certified at a minimum to ISO 9001:2000 unless waived by customer(s). The goal is conformity to TS 16949. Here's the exact requirement

7.4.1.2 Supplier quality management system development

The organization shall perform supplier quality mangement system development with the goal of supplier conformity with this Technical Specification. Conformity with ISO 9001:2000 is the first step in achieving this goal.

Note: The prioritization of suppliers for development depends on, for example, the supplier's quality performance and the importance of the product supplied.

Unless otherwise specified by the customer, suppliers to the organization shall be third party registered to ISO 9001:2000 by an accredited third-party certification body.

In my opinion, the link that Howtse provided is the best source of information in understanding 7.4.1.2 of TS 16949.

The link gives you the text from TS 16949:2002 and the TS 16949 Guidance document. The link also leads you to definitions of "supplier" and "manufacturing." With the defintions of both of these words, one can formulate a plan to meet the requirements of 7.4.1.2. Defining "supplier" and "manufacturing" will allow one to determine which suppliers must be ISO 9001:2000 certified.

Manufacturing: the process of making or fabricating production materials, production or service parts, assemblies, or heat treating, welding, painting, plating, or other finishing services.
