The best way to define a surface finish

Surface finish

Wondering the best way to define a surface finish problem we have.

A blanchard ground part has long smooth waviness (2mm wide peak, 1mm wide valley approx.) with peak to valley distance of .0004". Our profilometer registers finish as 30-35 Ra.

My thoughts are surface finish should register at about 400 Ra (maybe a cutoff adjustment on profilometer) unless smooth sloping is accounted for some other way. How would I state surface finish requirements to cover something like this on drawing. Lay direction is not important.

It has been awhile since I dug into surface finish, but I know in the past there were very helpful and knowledgable engineers at Federal Gage (now Mahr-Federal I think) who were able to answer my every surface-finish question. I also think their web site had some good references. Might wanna give it a try.
