Critical Dimension = The measures of size that are critical, can be length, diameter, thickness, radius of curvature, bending angle, etc based on application.

Critical Characteristics = Like plating adhesion, passivation, burr, surface finish, visual defects (typically for appearance parts) etc based on application.

Just my interpretation .....
