Thoughts on implementation of Quality Management System in a Police Department

Hi!

Does anyone ever thought about implementing a QMS at a Police Organization?
I believe that the main dificulty on this work will be that their activities and procedures are in general confidential.
An outside consultant will not be able to acess enough information when compared with implementing a system at a normal Organization.

This would be true if an outside consultant is required, but nondisclosures can be utilized. The need for confidentiality does not prevent a QMS from being developed, however.

In this case a consultant will surely be needed.
In case it is necessary to draw up procedures for carrying out the services, the participation of any consultant will always be complicated.

Another tricky thing will be the management of occupational risks related to the activity.
If for a firefighter almost all activities involve risks, in the case of a policeman things are even more problematic...

A certain CB with which I'm very familiar has also issued a certificate for a police department...

Interesting, there is a Police Station in India that was ISO 9001 certified in 2005 - http://articles.timesofindia.indiat...fication-international-standards-organisation

Modern public service entities have evolved over the decades to the point where it would make sense to consider ISO certification. Although it may be a rather complex model for a Service Organization, the benefits of organization and standardization may be very beneficial. There should be plenty of KPI's to work with. :cool:

Can the enforcement division embrace the 8 quality management principles that the whole ISO 9000 series is based? I doubt. There should be no problem with the service and support sections.

Most Police functions are about procedures and records. With most "field procedures" already in written format, it shouldn't be that much of a stretch to add necessary office and management procedures.

I have already implemented some QMS in public service organizations, but none can be compared with a Police Organization.
Some years ago I made a Q+SafetyMS at one private security company. It can?t be compared with you will find at a Police Organization.
As I told before, the main problem (for a consultant) is that they can?t tell you the way they perform their operations ? most of them are classified?
How can you help to define procedures?
How can you check if the procedures are made according to the standard requirements?
And worse, I doubt that we have here auditors that are qualified to audit one Organization like that?
