First is best
The beginning topic should be first. Here's my humble opinion on why:
As we all know, the topic can become skewed as different people respond. The topic may be an "Audit" topic to start. Before you know it, it turns into CA/PA. Someone who wants to look at the progression of discussions on the "Audit" topic should see the original question. Otherwise you see the Audit Topic subject and are greeted with a discussion on Customer Satisfaction. It's a natural thing that we all do. You add a personal viewpoint and it's commented on by another and another. We have all seen the occasional post saying let's get back on the subject. Putting the last first forces you to search for where the topic changed so you can decide where the information you're reading has nothing to do with why you started reading it in the first place.
