Is there any requirement in ISO 9001:2000 that a member of top management be located in each physical site? Or, is it possible for a company to identify a top manager who has responsibility for multiple sites?

I don´t think ISO especifies the site of a top management. He can be responsable for as many sites as needed by the company.

I share the view that ISO 9001 does not specify where top management is.

I would suggest a slightly different take -- that the highest management at the site are "top management" for that site; if you are in a multi-site company, you now have 2 different types of "top management"; one responsible for all local matters, the other responsible for the entire company.

This is my personal opinion... however, several registrar auditors I've worked with expect the top local manager (Plant Manager, Branch Manager) etc to be involved with management review, quality objectives, etc.

The "top management" actually doesn't even need to be a senior executive.

The organization I am working with has been registered to ISO 9001 for over four years. It is a small department (9 people) of a very large company (maybe 20,000 at this site, 80,000+ worldwide) and is the ONLY part of the company that is registered.

For the purposes of the department's registration, "top management" was defined by going up the chain to find the first manager that had the authority to approve a capital expense. That person is 3 levels up from the workers, but is 5 levels below the top dog on the site and 6 or 7 levels below the CEO. But it is clearly defined in the system and the registrar is happy with it.

I have a simple, relative, answer to the question. I've always considered myself in middle management. Therefore, everyone above ME is upper management. Conversely, everyone below me must be lower management. :)

When ISO clause 5.x refers to "Top Management," it is generally regarded to be the top managmeent at that location. There may be higher executives at division or corporate offices, but they are not required to be onsite.

I love Rob's answer.

We have the big Boss about 700 klms away and he is the ultimate and flies up every few monnhs to sit on our Mgmt review committee. The 'Management Representative' is on our site and is the MR for all of our 4 sites.
We have auditor or Quality Champions at all sites.

There is a management training video produced in the 1970s with (among other UK comedians) John Cleese. It is a takeoff of the infamous British class system. It starts off with "I am upper class. I look down on him because he is middle class ....etc., etc."

Now I know where I stand. Does this mean if you are self employed you are top, middle and lower management?
