Torque Measurement Around A Rivet

I've got a requirement to check a max torque for an application where two stampings are riveted together. The range of motion for the joint is less than 90?.

I've proposed using a fixed weight (attached at a know distance from the pivot) as a GO/NOGO gage.

Are there any issues with this approach?

How does this translate to motion wear and tear? Depending on the criticality here, might consider endurance (lifetime test). Regards

Wear and tear are being evaluated through DV testing. This would be an in-process check of the "tightness" of the rivet (which must rotate freely w/ < 1.3 Nm torque).
