TQM is not a standard. It is a method for setting up a management system. It is also called a philisophy. Total Quality Management is called Total because it solicits input from an organization's non-decisionmakers as well as decisionmakers.

But such an idea could be misleading, for if we examine the recent revisions of ISO 14001 and 18001, we will find TQM principles in there, such as the new employee consultation requirement in 18001. So, IMO (not humble) TQM principles are not necessarily all that different from standards based management systems, though they can certainly appear different.
