TQM Team Close Out Process

I have a TQM team that has met it's deliverables. What is the proceess for close out and disbanding of the team? Is there any TQM tool that might exist such as "story-boarding"???

Does this imply that TQM is a limited project? I thought it was a philosophy. Please help me out here.
