If your Quality Manager is competent and your company can show that they hired this person as the Quality Manager based on their experience and the person is indeed compentent in implementing/maintaining the quality system tehn there is no reason to send them to outside training. There would also be no reason to send you to outside training when the Quality manager could train/mentor you. JMHO

I don't know you background, but, correct me if I am wrong, but you are new to the ISO registration process. You are the one developing the procedures, so you have some background in this? Or is it ALL new to you?
Check with the Chicago Section of ASQ. They run a lot of courses and are not expensive and require no travel ouotside the Chicagoland area.
I took an overview course on 9K2K from the Milwaukee chapter of ASQ. This one was great - about 8 hours on a Saturday.
The classes/courses you take will be very generalized - meant to give you a broad understanding of the standard. It will be up to you to apply that understanding to your facility.
To answer your original question - is formal training required? The answer is no.
