Clause No:6.2.1 of ISO 9001-2008 calls for Personnel performing work affecting conformity to product requirements shall be competent on the basis of appropriate education, training, skills and experience.

Our management system is taking care of this requirement for all our employees.

We are outsourceing lot of our operations like painting ,welding, machine maintanace etc.to the contractors who do this operations in our work shops.

Is it mandatory that we should maintain the training records as per the above clause for the contractor's personnel also .

Contractors (suppliers). From ISO 9001:2008:

The organization shall evaluate and select suppliers based on their ability to supply product in accordance with the organization's requirements. Criteria for selection, evaluation and re-evaluation shall be established. Records of the results of evaluations and any necessary actions arising from the evaluation shall be maintained (see 4.2.4).

Ensuring that contractors (performing work/services) at your site are competent is part of this requirement.

Don't forget this little piece...........

7.4.2 Purchasing information
Purchasing information shall describe the product to be purchased, including, where appropriate,

a) requirements for approval of product, procedures, processes and equipment,

b) requirements for qualification of personnel, and

c) quality management system requirements.

The organization shall ensure the adequacy of specified purchase requirements prior to their communication to the supplier.

In addition was others have stated.....

The section you state deals with competencies, not records. The recordkeeping requirement specifies “appropriate” records. So, the question is…. Are training records for contractors “appropriate”? This could be handled through purchasing, or any other way your company deems fit. It all depends on how you control your outsourced processes (see 4.1).

And how do you handle contract employees (in house) as well as temporary employees doing engineering work? My feeling is they are treated as a normal employee however getting push back from the engineering director. I do have the final say however would like to know how others are addressing this.

Comments please??

Well, people often forget the " where appropriate, " part of the requirement.

You hired the guy because after evaluating him he was deemed competent to do the work. You probably have his resume either in hard copy or email.

That document contains his work history and training.
