TS16949 - 8.2.3.1 - Processes for Key and Critical Characteristic Dimensions

Hi everyone!

I've searched the related threads and still find myself a bit confused on this section. Looking at section 7.2.1.1 and 7.5.1.1, I interpret section 8.2.3.1 as pertaining to processes for key/critical dimensions. Is that correct?

7.2.1.1 - Do any of your customers produce a Supplier Handbook that defines what they want called out on drawings as a critical or special characteristic? For example, in the Chrysler Customer Specific Requirement for TS16949 January 2013 edition, section 4.5 lists the Shield and the Diamond symbols as identifies of Special Characteristics.

7.5.1.1 says that you Process Control Plan must "...include methods for monitoring of control exercised over special characteristics defined by both the customer and the organization." Your Control Plan should have a column where you identify specific steps by their Special Characteristics Class. What do you do when you get to this step in the control plan? Example: In final assembly, do you inspect this special characteristic feature on 100% of the parts instead of following your normal Sample Size and Frequency?

8.2.3.1 - What do you do when your production process is not capable and/or stable for producing this special characteristic feature?

Example:

Customer says they want a hole in a part marked on the drawing as a critical dimension and you need to demonstrate a process capability index on the hole diameter of 1.33. You and your customer agree that this qualifies as a Special Characteristic.

You decide to measure 100% of the parts in your PPAP run for diameter so that you can calculate your CpK. You draft this into your Prototype Control Plan.

The results of your PPAP run show that you can only hold a 1.0 CpK. You execute the Reaction Plan stated on your Prototype Control Plan which is to follow your Non-Conforming Materials Reporting Procedure, followed by an 8D.

Cl 7.2.1.1, talks about using the customer's symbols.

Cl 7.3.2.3 discusses special characteristics which are designated by the "Organization" rather than the customer.

The other references you cite are not limited to "Special" Characteristics.
Clauses 7.2.1.1 and 7.5.1.1 deal with all defined characteristics, that they must be defined, held in control, and measured. If they are not capable (usually defined as CPK 1.33 in Automotive), then the defined reaction plans from the Control Plan must be applied.
