In this clause it states unless otherwise specified bu customer suppliers must be 3rd party registered to ISO9001:2000. Does this include tooling suppliers?

No. as IATF publiced FAQ, SUpplier here refers to the supplier whose product was part of you product to the customer. Thus supplier for packing/equipment / spare parts/ tooling would be not included.
and you known, retistration to ISO9K2K or customer required certification is only first step for developing of supplier quality system, finally you should develop their system against TS2 requirements. (its2 certification is optional)

The definition of supplier as found in ISO9000 is - the supplier of a product or a service (not verbatim) so the quick answer is yes.
The normally accepted "rule of thumb" is that the requirement applies to all suppliers of product or service used in production. This would not apply to office supplies, furniture and coffee used in the break room.
If the tooling is used in the production of your product or in any way effects the quality of the process or the satisfaction of the customer, the supplier is required to have at least ISO 9001:2000.

In automotive certification, supplier of service refers to those who provide surface treatment/heattreatment service.
The company concerned supplier system becaused company hope supplier could provide product/service consistently during mass production. thus why the supplier for those tooling/spare parts would not be included.

Check the Sanctioned Interpretations and frequently asked questions posted at the www.iaob.org.

One of them explains "supplier", etc. Also, the obsoleted TS Guidance did a decent job of explaining this.

There are other threads on this subject so a search should turn up complete explanations.

TS redefines "supplier" in relations to 7.4.1.2.
