Uncertainty and Accuracy Requirement Deviation Provision

Hello.
Uncertainty - Does anyone have an example of a provision for deviating from the MIL-STD-45662A 25% max uncertainty requirement that passed audit?
Accuracy - Does anyone have an example of a provision for deviating from the NAV04 4:1 accuracy minimum requirement that passed audit?

We want to move to in-house calibration of timers and rulers and don't meet the uncertainty or accuracy requirements with the standards on hand. We are not limited by the state of the art; we are limited by budget. Uncertainty and accuracy contract requirements are unclear. Thank you.

The places I have worked at usually had a boilerplate statement on the calibration certificate / record stating:
"A minimum Test Accuracy Ratio (TAR) of 4:1 is supported unless otherwise stated"
Then you notate on your calibration data whenever a test is less than a 4:1 ratio.

PS - How do you operate if your " Uncertainty and accuracy contract requirements are unclear "?

They are clear to someone but as is typical in the US, secrets are fun and if things are vague then there is wiggle room. It's a headache to my precise mind but I don't want to live in Germany so I take Tylenol.
