Within IATF16949:2016, wherever ISO 9001:2015 applies it simply states 'See ISO 9001:2015 requirements'.
It is likely that the new text would then read "See ISO 9001:20xx requirements". There may be the opportunity for IATF to include all of the additional text from the many sanctioned interpretations and also clarify some of the clauses where there is a FAQ. I'd expect some minor changes reflecting the work from lobbying IATF but I'd be surprised at anything more than a minor re-write.
None of this should affect any training budgets - training is training - any currently qualified auditors for example are required to maintain knowledge...based on...external changes (e.g., ISO 9001, IATF 16949...) which they could demonstrate by reading up on any changes to the standards.
