I see your problem now. You do have the protection correctly set up, so this may be an inherent problem in Excel.

I was able to lock those cells against data drag by doing the following:

1. Unprotect entire sheet
2. Select filled cells
3. Lock cells (Format Cells -> Protection -> Lock Cells)
4. Protect worksheet (Make sure you allow update of unlocked cells)

Worked for me but I'm using Excel 2007. Hope this helps you.
