Vendor Self-Survey to Qualify Vendors/Suppliers - AVL Question

We utilize a Vendor Self-Survey to qualify vendors, and we have 4 categories of vendors, i.e., "Distributor", (doesn't make anything sells "catalog" items), "Supplier" (Makes their own product, but still sell "cataloged" items, i.e. nothing "custom"), and "Contractor" (makes material to OUR specifications) and finally, "Service Provider". As such we have different requirements for vendors of each category.

We have a new vendor, a distributor. They are wholly owned by the manufacturer of their product, in Switzerland, and they are just a "distributor" in the US, exclusively for this manufacturer's products. They do not want to fill out our vendor survey, and instead, sent us their parent company's ISO certification (if certified, a vendor only has to answer a few simple questions about the size of their company from the survey, and provide their ISO cert., to be on the AVL). Unfortunately, we don't BUY it from the parent company. We buy from the distributor. It's good to know the mfr. is certified, but can we approve these guys from their parent company's cert? I'm not sure how to deal with this.

You can approve or not approve anyone you want. There is nothing in ISO 9001 that says you must use 'x' as a criteria for selecting a supplier. However, you might want to talk to them more to find out what sort of people they are, what they are like to deal with and what is driving them.

They may or may not have a good reason for saying what they said. I would suggest that either way it will insightful.

One of the problems in having a hard and fact selection criteria is that you can run into these sorts of problems.

I would also suggest that you talk to your people to find out how important or otherwise these potential suppliers are to your business.

Your management may have some strong views on this and on the potential suppliers reaction.

We have a similar situation. We buy a part from a distributor who is really a local sales arm of an overseas manufacturer, which in turn is a subsidiary of a parent company. Only the manufacturer and parent have ISO certificates. Our approved vendor file for this distributor explains the relationships between the companies (essentially an org chart) and we qualify the distributor based on the ISO certificates.

However, you might want to talk to them more to find out what sort of people they are, what they are like to deal with and what is driving them.
I agree with kgott. We only qualified the distributor after a long discussion with them and understanding how they came to be organized that way.
