In my understanding and experience Vendor quality plan concerns with the documentation that vendor should provide to the customer to be eligible

It shoudl tell me (as potential customer) - how do you plan to assure the quality of these services/goods? What processes will you use? What tests/inspections/checks? At what points? What will you do if something doesn't work/goes wrong/doesn't conform, etc.
At least half the reason customers ask for one, in my experience, is to see if you actually know what one is and can provide something that looks practical and coherent.
I think you're on the right path, Qamty, but Jim makes a good point - people can mean different things by a 'quality plan' so probably a good idea to double-check.
