Might not matter much whether it's legal or not. If I didn't know better, I'd think the whole thing was a parody. One way you can tell when mindless extremists are at work is that you can't tell the difference between their pronouncements and parodies of them. Another way you can tell is when their prevarications become so numerous that they can't keep track of them. Witness:

and then a bit further down:
"It will be far easier to attract and retain a healthier work force than it will be to change behavior in an existing one..."
In one breath she says that there's no point in having people with seven years seniority, and in the next is talking about how to "attract
and retain" employees.
