I know that every organization engage in food business should be committed to producing safe, legal and wholesome products including intentional adulteration of products that can be affected by internal or external sources. But what specific food safety standard explicitly requires a food defense program manual?

None that I am aware of. I have never heard of a "food defense program manual".
I see. Thank you, Marc. I raised the question because I was advised to develop one and check the "requirements" over the net.

Is it simply another term for a HACCP? HACCP is at the core of all Food Safety Programs.
