I would recommend getting OHSAS 18002 and here's why. It's contains both all of the language in 18001 (In box outline throughout the document like 9001 is in 9004) and supporting guidance information. OHSAS 18002 is $50 according to the information on the link provided. In essence you are getting 2 documents for the price of one.
Another way to get a copy of OHSAS 18001, 18002, BS 8800:2004 (an essential document to help guide you through the process) and ISO 19011:2002 is to take an OHSMS Auditor course that we (actually me most of the time) deliver. The documents are part of the course material and provide an excellant resource for implementation, maintenance and auditing.
