What is primary and secondary functions of a part?

Can someone explain what is primary and secondary functions of a part? What does 'vehicle operable' and 'vehicle inoperable' mean?

Since you started with an automotive reference, I will continue with it in an example.

Take the brake pad shown below. The primary function of the pad is to slow/stop the vehicle. The secondary function is to provide an audible warning when the pad approaches wearout. This secondary function is provided by the "wearout indicator" shown in the image.

Vehicle inoperable means that for a given failure mode, the vehicle can no longer provide its primary function (i.e., provide transportation). An example of this might be a failed ECM (electronic control module). Without an ECM, the vehicle cannot run.

Vehicle operable is a less severe state. An example of this might be a weatherstrip that provides insufficient sealing force. When it rains, the weatherstrip allows water into the vehicle, but the vehicle can still provide its primary function of providing transportation.

Further, I have two questions:
1. Do all parts have secondary function(s)?
2. While conducting process FMEA of a child part of a speedometer, a failure mode is identified which will render the speedometer non-functional. Will the vehicle be considered inoperable and will the severity ranking, as per FMEA manual, be 8?

1. Each product/part is unique. All parts will have at least one primary function, and may have more than one. However, not all parts will have a secondary function, or they may have more than one secondary function.

2. The vehicle is still operable, even with a non-functional speedometer, and can still provide transportation. However, safety is impacted, not to mention an increased risk for a speeding ticket, as you will not be able to accurately determine your speed. This definitely increases the Severity rating, but you will have to determine whether that is an 8.
