What Is Telecommunications TL 9000?

I just want to know what is "TL" (TL 9000) stand for? I can't find its full name anywhere in the handbooks. Thanks

How about a Quality Standard for the Telecommunication industry using ISO 9001 as a basis?

"TL" 9000

When we started developing the standard in 1998, we used TS 9000 for Telecom Systems; but it was copyrighted in several telecom products.
So we changed it to TL 9000, where TL could mean Telecom Leadership.
