Germany controls illegal exports with various laws, one of which is the Foreign Trade Regulation (acronym in German, AWV).
The Export List (AL) is an appendix to the AWV.
Part I of the Export List enumerates weapons, ammunition, and armament material in Section A, and other controlled products in Section B.
If the item you wish to export from Germany is listed in the AWV, you will provide its number. If it is not, you will respond in the negative.
My suggestion would be that if you are dealing with materials that may be subject to the AWV, you probably should have a lawyer involved, who will be able to work with the latest versions of the lists involved and will understand the relevant definitions and exceptions.
Note that there are a number of other export control laws (the Foreign Trade Law [AWG], the Weapons of War Control Law [KWKG], etc.) that intermesh, and compliance is legally complicated if the exported materials may be interpreted to be of a controlled nature.
