What is the difference between 7.4.1 (2008) and 8.4.1 (2015)?

7.4.1

The organization shall evaluate and select suppliers based on their ability to supply product in accordance with the organization's requirements. Criteria for selection, evaluation and re-evaluation shall be established.

8.4.1

The organization shall determine and apply criteria for the evaluation, selection, monitoring of performance, and re-evaluation of external providers.

What I note is the reorder of terms selection and evaluations and also noted the monitoring of performance.
the Monitoring of performance, is it the evaluation we did in 2008 ?

Could someone explain it?

Evaluation and performance monitoring are different. Earlier standard didn't ask for the supplier performance monitoring, new standard does. This supplier performance monitoring can include parameters such as quality, delivery performance. You can determine the criteria and parameters based on needs of your organization.

I agree with you randy. Supplier performance was being monitored as part of supplier evaluation by most organizations. But now the standard clearly specifies "Supplier monitoring" as a requirement. Earlier there was an option whether to monitor the supplier performance or not, now there isn't. Again, is it beneficial to organization? Definitely yes, IMHO.

Why the standard it states monitoring of performance and reevaluation separated?
When doing the reevaluation, it is supposed, the data of suppliers is tàken into consideration.

In a practical sense, there is little to no change/impact in regards to the intent of 7.4.1 vs. 8.4.1.

What the authors have done, however, is to remove any doubt regarding the inclusiveness and intent of the clause.

Key clarifications (I will use the term "clarifications" instead of changes...)…
1- The clause now identifies clearly what product and services are included....i.e.
a) products and services from external providers are intended for incorporation into the organization’s own products and services
b) products and services are provided directly to the customer(s) by external providers on behalf of the organization;
c) a process, or part of a process is provided by an external provider as a result of a decision by the organization.
2- Added specificity regarding the need to monitor performance ..
-"... monitoring of performance..."

Many (most?) companies compliant to ISO 9001:2008 were already including these intentions/provisions in their process activity.
