I think I what I said isn't different from what Qusys and Somashekar said; it's just a different way of explaining the same thing. 6.2.1 expresses (as its heading suggests) the general requirement, and 6.2.2 states the specifics.

I would like to make the example for us auditors based upon ISO 19001 guidelines . If you check them in the part related to competence, you will see how they responde to both clauses.
